- Identified a team to coordinate the grant (University: Grant PI, UTA project coordinator, grant internal evaluator, assistant dean of student services, Director BSN program, clinical coordinator; Partner hospital: Administrator of Education and project coordinator)
- Held weekly meetings from Feb - May 2008. This has been very helpful. Since our partner hospital is part of these meetings so we are able to problem solve quickly.

- 21 applications were reviewed and each applicant was interviewed

NUR4343 – Role of the Clinical Preceptor
- Course was developed and offered during the first Summer Term of 2008 – Original Grant goal was to have the course developed by August 2008.
- 30 students enrolled in the course – original goal was 24
- 27 students successfully completed the course
- 2 students, due to family and work commitments, were unable to finish the course so they received an Incomplete and will complete the course in the Fall
- 1 student did not complete the course – however, she was not part of the preceptor grant program
- There has been interest from at least 10 other RNs at hospital partners that have expressed interest in taking the course the next time it is offered.
- NUR4343 will be offered again Fall 2008
RNSG 1227 – Transition from Vocational to Professional Nursing I – Hospital Partnership
- Course was developed by June of 2008.
- Course is divided into 3 weekly units with a one week 24 hour clinical requirement for a total of 4 weeks.
- Student orientation has been completed at each of the four partner hospitals
- Initial cohort will begin classes July 9th, 2008.
- Preceptor/staff educator/key administrator orientation is scheduled for each of the four hospital partners the week of July 21st
Additional interest from hospitals in participating in program.

Please update the NIG Research website on the West Texas Nursing Education Consortium’s (WTNEC) progress. The following is a brief summation of the events and progressions of the grant.
Drs. Sharon Cannon (Project PI), and Pat Allen (Project Co-PI), and Jennifer Majors (Project Coordinator) from Texas Tech University Health Sciences Center, in partnership with Angelo State University, Midwestern State University, The University of Texas El Paso, West Texas A&M University, Cisco Junior College, El Paso Community College, Midland College, Odessa College, South Plains College, Vernon College, and American State Bank make up the West Texas Nursing Education Consortium for the West Texas Nursing Education Portal Project (WTNEPP). The PI’s and project coordinator have recently returned from Boston where they met with Liaison International to discuss the development of the centralized application portal Liaison is creating for the WTNEC.
In the past month after research and meetings it was decided to explore the options Liaison International had to offer to create the centralized application portal. Liaison International currently contracts with many allied health schools in Texas and throughout the United States and is very versed in creating centralized application portals. Liaison was able to demonstrate to us how they will be able to tailor the portal to accommodate to each particular schools administrative parameters. The creation of the portal is underway and we are working very closely with Liaison to ensure that the application is tailor made to each consortium schools parameters and needs.
In order to have an accurate representation of each schools parameters we are requesting information from each consortium member school of their schools particular administrative parameters so they are correctly displayed in the application.
We are in the process of trying to plan a time to have Liaison come to Texas and answer any questions the consortium members, registrars, or IT departments might have about the integration of the portal into existing programs. Our goal is to have the first round of data to look at by August 2009 to measure the project objectives which are to match student applications with schools, know if there are duplication of applications and vacant admission slots, and to increase graduation rates for schools in the West Texas Nursing Education Consortium. Project evaluation will be based on cost, vacant slots, increased enrollments and graduation rates.
The WTNEC is currently working with a retention consultant to develop the goals for the regional retention initiative to track and retain “at risk” students.

3. Brief overview:
The purpose of the project is to develop statewide collaboration in clinical placement of student nurses in healthcare agencies using the Centralized Clinical Placement System (CCPS). Expansion to at least one large metropolitan area in Texas interested in implementing the CCPS is a priority. The CCPS is a database-driven system that allows schools of nursing to view availability and make requests online based on “real-time” information regarding all placement openings throughout the region (see http://www.texasnrc.org). The CCPS is a paperless system aiming to replace the current manual process, e-mails and phone calls between schools and clinical sites to check on availability of clinical placement. Currently, the El Paso region is scheduled for a Webinar on May 20, 2008 and the Corpus Christi region scheduled for Webinars on May 15 and 23 to be oriented to the system. Both schools are in the process of introducing the product to potential users from the Schools of Nursing and Clinical Agencies in the area.
The project benefits from experience and additional enhancements to the CCPS based on user feedback from a previous grant funded by the Texas Higher Education Coordinating Board that centralized clinical placement of students in the Houston-Galveston region. Based on user feedback the CCPS added a wizard to improve navigation for historic clinical placements, improved the accuracy of student counts by indicating the exact number of students accepted on a unit, created a “re-propose” status in addition to a denial status, overlap on a unit and added a mouse-over feature to view comments. Additionally, the CCPS improved the visual look of the software.
Activities on the grant since January –
- Discussion with interested agencies and schools in 4 regions of Texas including El Paso, Corpus Christi, San Antonio and Dallas. CCPS training Webinar on May 20, 2008 with El Paso to introduce the community of stakeholders to the Centralized Clinical Placement System (CCPS), Corpus Christi region is in the process of scheduling a Webinar.
- Discussion with Foundation for California Community Colleges (FCCC) on regional customizations required for implementation of CCPS in the selected region.
- Negotiation with FCCC has broadened the scope of the license to include the entire state of Texas based on the original license agreement for the Houston-Galveston area. Funds to customize the site will be an expense of the current project.
- Project Manager: the position was posted in February, interviews were held in March and the position was filled in April 14, 2008. Project manager is Neesha Hosein.
- Presentation at the SNRS conference in Birmingham AL in February provided exposure to representatives of other schools who expressed interest in the system. Key school and agency stakeholders in target regions have contacted PI, i.e. El Paso and Corpus Christi. The FCCC has reported interest from schools in San Antonio and Dallas as well.
- Discussion with our partner, Methodist Hospital, to implement other features of the grant within the allotted timeline, such as:
- Meet with key stakeholders and the Texas Center for Nursing Workforce Studies/Texas Department of health Services to determine value of coordinated clinical placement reports for statewide RN workforce planning and determine what modifications are needed on the CCPS that would aid in workforce planning, by July 2008
- Determine the necessary modifications to the TexasNRC.org Web site to accommodate the needs of more than one region, by August 2008
- Implementation of the upgrades and enhancements of CCPS based on user feedback from the previous grant and continuing feedback from users. TheOperating Committee for the project will meet May 20, 2008 and an all users meeting is being scheduled for June 2008.
- Project Manager is in the process of updating the database of lists and contacts and obtaining feedback by phone calls to school coordinators regarding background check agencies and other hospitals of interest.
- Continuing online training and technical support for current users as needed
4. Planned evaluation elements & time frame:
Project evaluation includes interviews, surveys and observations using instruments developed for the previous Texas Higher Education Coordinating Board grant from 2005 to 2007, extended to February 2008. The results are located in the final report to the THCB April 1, 2008.
The expected outcomes are increased efficiency in the clinical placement process, multi-site management for clinical agencies, more clinical experiences for students, and regional view of clinical placement opportunities and availability. The next survey/evaluation is planned for completion by August 2008. A feasibility report on the expansion of the CCPS is to be completed by September 2008. A user satisfaction survey from the CCPS will be implemented summer 2008.
