Limbaugh Named ASU’s First VP for Strategic Planning

Dr. James M. Limbaugh, a university administrator with more than three decades of higher education experience, including the last dozen years in university strategic planning, has been named vice president for strategy, planning and policy at Angelo State University.

ASU President Joseph C. Rallo announced the appointment of Limbaugh, who is currently the associate vice president for institutional effectiveness at Frostburg State University (FSU) in Maryland. Limbaugh will assume his ASU duties June 1.

“In the competitive higher education environment of the 21st century,” Rallo said, “strategic planning will play a pivotal role in the future of Angelo State University. Dr. Limbaugh brings to this position a wealth of experience, strong interpersonal skills and a vision for how we as a university and as a community can work together to help ASU achieve its full potential.”

Limbaugh, a native Texan who earned his bachelor’s and master’s degrees from Texas A&M University-Commerce, said he thought ASU was a “natural fit” because of his eclectic higher education background and because of similarities between Angelo State and Frostburg State, which is also a residential campus comparable in size and in attracting a significant number of first-generation students.

Beyond that, he said his philosophy of inclusiveness matched nicely with Rallo’s.

“I have a deep understanding of the importance of maintaining communication with the multiple constituencies on campus and in the community,” Limbaugh said. “That communication is necessary as we go through the phenomenal change that strategic planning can bring.”

In his current position at FSU where he has worked since 1980, Limbaugh has co-chaired the university’s strategic planning team, conducted periodic competitive environmental scans, served as the accreditation liaison officer with FSU’s accrediting agency and conducted institutional and student outcomes assessments, all essential components of what he will be doing at ASU.

Prior to assuming his present position, Limbaugh served as FSU’s assistant to the provost, director of special academic services, director of auxiliary services and associate dean of students. Before joining FSU he worked four years as assistant director of the Memorial Student Union at Kearney State College, now the University of Nebraska-Kearney.

“Having worked in so many segments of higher education,” Limbaugh said, “I value the importance of strategic planning from a variety of perspectives. I welcome the opportunity to contribute to writing an important chapter in the history of Angelo State University.”
