Dave joined the Small Business Development Center in 1999 as a business advisor and has served as Director since 2005. He holds the Certified Business Advisor IV designation. He has 20 years experience in managing large retail stores including two years managing multiple units. Dave received a BBA in Marketing from the University of Texas at Arlington and an MBA in Management from Angelo State University. His areas of expertise include marketing, SBA loan packaging, business financing options, and buying/selling a business. He was awarded the Professional Certified Marketer designation by the American Marketing Association.

Cindy Hartin joined the SBDC in January 2010 as a Business Development Specialist.  She holds a Bachelor’s Degree in Business Administration – Marketing from the University of Wisconsin – Eau Claire.  Cindy is a Certified Employee Benefits Specialist and has completed the Texas mediation training program. Cindy has been a small business owner and has worked for successful family-owned companies such as Trek Bicycle and Sub-Zero.  She has also worked for Baylor Medical Center in Dallas as the director of two new business units. Cindy is available to help with all areas of small business ownership, with an emphasis on human resource issues, operations, and marketing development.

Paul joined the SBDC in September 2005 as a Business Development Specialist with a specialization in family owned small businesses. Paul also holds a Certified Business Advisor III designation. Paul and his father owned and operated a locally owned business for 30 years. He holds a BBA in General Business from Angelo State University. Community projects involving Paul include previous membership in the Downtown Optimist Club and past President of the San Angelo Symphony Chorale. Paul has also served on the Board of Directors for the San Angelo Symphony.

Peggy Hodges Rosser joined the SBDC in June 2007. She holds a Master of Arts in Communication Systems Management from Angelo State University. During the past 20+ years, Peggy has owned several businesses and has extensive knowledge in the field of communications, education, furniture, home-based businesses, animal services and RV campgrounds. She can assist with basics of patents and trademarks. Peggy continues to learn about additional industries and uses her entrepreneurial spirit to assist her clients at the SBDC. Peggy is the Rural Business Advisor and assists clients in the following counties: Concho, McCullough, Mason, Kimble, Menard, Sutton, and Schleicher.

James joined the SBDC in November 2011 as a Business Development Specialist.  He earned his undergraduate degree in Business Management from the University of Phoenix and will complete his MBA from Angelo State University in December 2011. After a career in the United States Air Force, James has owned and managed a floorcovering business.  Additionally, he has been a store manager and a multi-unit manager in the convenience store industry.  He further utilized that retail management experience training store management and staff for a large convenience store chain.   While his career has led him to multiple parts of the world, San Angelo has become home for him and his family.

Jessica joined the SBDC in 2009. She holds a BA in Economics and Business Foundations Certificate from the University of Texas-Austin. Jessica previously worked for the UT-Austin Learning Center and interned at the Concho Valley Center for Entrepreneurial Development, San Angelo’s Business Incubator. Jessica is responsible for developing, coordinating, and marketing 85+ business seminars and workshops conducted each year by the SBDC including the signature annual Women’s Business Roundtable Event. She is also active in community organizations including the Young Professionals of San Angelo, Concho Cadre, and AAF-San Angelo.

Melissa Wisener-Farr

Melissa joined the SBDC staff in June 2000. She was awarded the South-West Texas Border SBDC Network Certificate of Appreciation. Melissa earned the title of Certified Administrative Professional (CAP) after completion of the professional development requirements. She is also a graduate of the 24th Leadership San Angelo class, a leadership training course in areas strategic to the city’s well-being.
