Strategic Planning Council
Purpose
The Angelo State University Strategic Planning Council, a representative entity of faculty and staff, has two primary functions:
- to constantly and regularly monitor the university’s internal and external environments through ongoing review of data and periodic SWOT analyses; and
- to submit to the president, on an annual basis, a set of recommendations for current objectives and strategic directions which will serve as a foundation for the university’s budgeting and resource allocation processes.
Membership
Because strategic planning has been established by Dr. Rallo as the driving force behind the university’s efforts in meeting its goals, managing its budgets, and directing its resources, the Strategic Planning Council is a key component in achieving ongoing institutional success.
Representatives from each of the following University entities will comprise the Council’s membership.

The Vice President for Strategy, Planning, and Policy, will serve as convener and chair.
* Two individuals self nominated from Finance and Administration. Because the focus of collaborative strategic planning is to be as inclusive as possible, the vice president for strategy, planning and policy made the decision to include both individuals because of their interest in the process and, more importantly, for their capacity to contribute to the planning effort.
Responsibilities
The ASU Strategic Planning Council
- Establishes and reviews strategies in support of Master Goals;
- Reviews information from the Environmental Scanning Committee;
- Sets & monitors campus Key Performance Indicators;
- Reports to campus on a regular basis;
- Considers work of ad hoc committees, external mandates within context of institutional priorities; makes annual recommendations to the president for strategic priorities for future budget cycles, based on its review of environmental scanning reports, progress on key performance indicators, mandates from external entities (e.g., accrediting agencies, the Texas Tech University System, the State of Texas), and the work of ad hoc committees (e.g., Residential Campus Task Force, Master Plan Committee).

Immediate Tasks
By June 1, 2009, the Council will complete the construction of the Vision 2012 Strategic Plan by establishing subsidiary goals, strategies, and objectives in support of the seven Master Goals.
By September 1, 2009, the Council will establish key performance indicators and reference points throughout the Strategic Plan. These indices will be used both to track institutional progress on a macro-level and to provide guidance for support of individual administrative and academic departments.
