Hazlewood Act

The Hazlewood Act is a State of Texas benefit that provides qualified veterans, spouses and dependent children with an education benefit of up to 150 credit hours of tuition exemption, including most fee charges, at public institutions of higher education in Texas. This does NOT include living expenses, books or supply fees.

  • Veterans

    Eligibility

    • At the time of entry into the U.S. Armed Forces:
      • were Texas residents,
      • designated Texas as Home of Record, or
      • entered the service in Texas.
    • Served at least 181 days of active military duty service as indicated in block 12C, excluding training.
    • Received an honorable discharge or separation, or a general discharge under honorable conditions.
    • Have no federal veterans education benefits, or have federal veterans education benefits dedicated to the payment of tuition and fees only, such as Post 9/11 or Vocational Rehab, for term or semester enrolled that do not exceed the value of Hazlewood benefits.
    • Are not in default on a student loan made or guaranteed by the state of Texas.
    • Reside in the state of Texas for the term or semester in which they enroll.
    • Meet GPA requirements of the institution’s satisfactory academic progress policy.
    • Undergraduates must not be considered to have attempted an excessive amount of credit hours.

    Application Process

    1. Complete the Hazlewood Application.
    2. Complete Sections. A, C & D.
    3. Sign application. Signature required in Part D.
    4. Review Hazlewood Application instructions, ASU Overview and understand all documents.
    5. Submit documents to ASU:
      • Campus ID – Put Campus ID in upper right hand corner on all documents.
      • Signed Hazlewood Application
      • Official DD214 showing place of entry or home of record as Texas, at least 181 active days, and an honorable or under honorable conditions discharge.  
      • VA eligibility letter or denial letter of federal benefits if served after 9/11/01
      • Proof Currently Resides in Texas - Attach copy of utility or phone bill with veteran’s name and address less than 30 days old.
      • TVC Database Verification– Attach Hazlewood database registration verification. Create a user name and password. Log in and screen print reported information.
    6. Retain a copy of all documents – Keep a copy of all documents for your records.
  • Spouse/Children

    Spouses and Children of Veterans 100% Disabled, KIA, MIA or Service Connected Deceased

    Spouses and dependent children of eligible active duty, reserve and Texas National Guard personnel who died in the line of duty or as a result of injury or illness directly related to military service, are missing in action, or who became totally disabled for purposes of employability as a result of a service-related injury or illness are entitled to each receive a 150 credit hours exemption

    Eligibility

    • Be the spouse/ child of a veteran who:
      • At the time of entry into the U.S. Armed Forces:
        •  was a Texas resident,
        •  designated Texas as Home of Record,
        •  or entered the service in Texas.
    • Be the spouse/ child of a veteran of the U.S. Armed Forces, Texas National Guard or Texas Air National Guard who:
      • died as a result of service-related injuries or illness,
      • is missing in action, or
      • became totally disabled (100%) as a result of a service-related injury or illness, or
      • is entitled to receive compensation at the 100% rate due to individual employability (IU) due to a service connected injury or illness;
    • Have no federal veterans education benefits, or have federal veterans education benefits dedicated to the payment of tuition and fees only (such as Post 9/11) for term or semester enrolled that do not exceed the value of Hazlewood benefits.
    • Be classified as a resident of Texas for the term or semester enrolled. 
    • Meet GPA requirements of the institution’s satisfactory academic progress policy (only applies to 100% disabled).
    • Undergraduates must not be considered to have attempted an excessive amount of credit hours (only applies to 100% disabled).

    Application Process

    1. Complete the Hazlewood Application.
    2. Complete Sections. A, C & D.
    3. Sign application. Signature required in Part D.
    4. Review Hazlewood Application instructions, ASU Overview and understand all documents.
    5. Submit documents to ASU:
      • Campus ID – Put Campus ID in upper right hand corner on all documents.
      • Signed Hazlewood Application
      • Official DD214 showing place of entry or home of record as Texas, at least 181 active days, and an honorable or under honorable conditions discharge.  
      • VA Ratings letter – Required if 100% Disabled.  Attach VA ratings letter indicating 100% totally and permanently disabled
      • Form DD1300 – Required if veteran is Missing in Action or Killed in Action.
      • VA eligibility award or denial letter of federal benefits if served after 9/11/01
      • Proof of Dependency to Veteran – Child – Attach a copy of child’s birth certificate, most recent IRS transcript, or court-ordered document listing veteran as guardian of child.
      • Proof of Dependency to Veteran –Spouse – Attach a copy of marriage license.
      • TVC Database Verification – Attach Hazlewood database registration verification. Create a user name and password. Log in and screen print reported information.
    6. Retain a copy of all documents Keep a copy of all documents for your records.
  • Legacy Act

    Legacy Act (Child)

    Eligible veterans may assign unused hours of exemption eligibility to a child under certain conditions.

    Eligibility

    • Be the biological child, stepchild, adopted child, or claimed as a dependent in the current or previous tax year;
    • Be classified as a Texas resident;
    • Be 25 years old or younger on the first day of the semester or term for which the exemption is claimed (unless granted an extension due to a qualifying illness or debilitating condition); and
    • Have no federal veterans education benefits, or have federal veterans education benefits dedicated to the payment of tuition and fees only, such as Post 9/11, for term or semester enrolled that do not exceed the value of Hazlewood benefits.
    • Make satisfactory academic progress in a degree, certificate or continuing education program as determined by the institution
    • Undergraduates must not be considered to have attempted an excessive amount of credit hours.

    Application Process

    3. Sign application. Signature required in Part D.
    4. Review Hazlewood Application instructions, ASU Overview and understand all documents.
    5. Submit Documents to ASU:
      • Campus ID – Put Campus ID in upper right hand corner on all documents.
      • Signed Hazlewood Application
      • Official DD214 showing place of entry or home of record as Texas, at least 181 active days, and an honorable or under honorable conditions discharge.  
      • Student VA eligibility award or denial letter of federal benefits if served after 9/11/01
      • Proof Currently Resides in Texas - Attach copy of utility or phone bill with veteran’s name and address less than 30 days old
      • Proof of Dependency to Veteran – Child – Attach a copy of child’s birth certificate, most recent IRS transcript, or court-ordered document listing veteran as guardian of child.
      • Proof of Deceased Veteran – Copy of Death Certificate required
      • TVC Database Verification – Student – Attach Hazlewood database registration verification. Create a user name and password. Log in and screen print reported information.

      • Revocation Form– Only one child may use Legacy benefits at a time. If the veteran is transferring benefits from one child to another, a Revocation Form is required to be on file with both institutions before benefits for the second child can be established.

  • ASU Students

    ASU Students

    ASU students are users who have not had a break of enrollment or Hazlewood while attending ASU. Not attending or using Hazlewood for Summer I or Summer II does not constitute a break in enrollment. If you have had a break in enrollment, please refer to the appropriate application tab for your original application type.

    Application Process

    1. Complete the Continued Enrollment Application.
    2. TVC Database – Confirm enrollment and hours used.  
    3. GPA/Excessive Hours – GPA and excessive hours will be checked after grades are posted each semester. If your benefit has posted to your account and you are found to be in violation of either of these conditions, your benefit will be removed from your account.
