City Development Review Committee

The City of San Angelo’s Planning and Development Services Department is striving to improve services it provides on proposed projects that are brought before them by property owners, contractors, developers, engineers, and architects. The goal is to have a business friendly and pro-business atmosphere as it relates to planning and permitting.
One program designed to improve communication and services is called the Development Review Committee meeting, or DRC for short. It provides an opportunity for prospective or current property owners, developers, engineers, architects, and others to meet all at once with city staff involved in the development process and address questions related to a proposed project. The no-cost service insures that everyone knows the necessary regulations, processes, challenges, and fees up front before they begin their projects. The city staff members that comprise the DRC have decades of experience in development projects and can be a valuable asset as the project moves ahead. Those pursuing multi-family, commercial, industrial, and manufacturing projects involving new construction, renovations or significant additions are strongly encouraged to request a DRC meeting before submitting any items to the City for approval.
Related to the DRC are meetings and seminars that lay out the development and permitting process and answer questions from the participants. The Director of the Planning and Development Services Department conducts these meetings along with other staff members. He has spoken to the local groups such as the Chamber Economic Development Council and to the Home Builders Association. In addition, he conducts regular seminars on the development and planning process to small business owners for the ASU Small Business Development Center (SBDC). During these seminars, he lays out the process of working with the Planning and Development Services Department along with the process of reviewing plans and issuing permits. Questions and concerns are solicited from the seminar participants who are current or prospective small business owners and managers.
The SBDC often suggests its San Angelo clients request a DRC meeting as early in the stage of development as they can. Recent feedback from clients going through the DRC process shows it was very helpful to their project. Since all the pertinent officials were in the meeting, the clients felt like everyone heard the same message and potential problems were discussed.
