VISTA Policy Specialist Carrie Caldwell

Carrie Caldwell is the Workforce Development Board’s full-time VISTA Policy Specialist (VPS) since June 2017. Carrie’s role is to assist the Concho Valley Workforce Development Board (CVWDB) to promote economic well-being of residents seeking job placement and training opportunities.

CVWDB helps alleviate poverty by providing career training, job placement assistance, and social services to enable higher, more consistent earnings and greater self-sufficiency. Carrie is working on a comprehensive evaluation of internal CVWDB program policies to ensure compliance with most recent Texas Administrative Code. Her work is leading to recommendations for increased efficiency and more effective use of CVWDB funding. Carrie is also participating in developing procedures and protocols for CVWDB to implement new workforce development programs in a way that integrates into a consistent policy framework.

During the past few months, the CVWDB has been working with Howard College’s Adult Education & Literacy (AEL) program on a new proposal and bid to continue the program. Carrie has drafted a Memorandum of Understanding (MOU) and is working on the infrastructure agreement between the Workforce Board and AEL. Carrie will also serve as a member of the review team to finalize the AEL proposal.

In other recent activity, Carrie wrote and edited five Workforce Innovation and Opportunity Act policies and an Emerging Workforce and Employer Benefit Plan Proposal for 2018. The AEL proposal, MOUs and other policies Carrie is writing will be in place at CVWDB for roughly three years.
